Tisa's Siomai Festival Draws 7,000 People in Cebu City

Barangay Tisa once again showed why its famous siomai has become part of Cebu City's food identity. The Siomai Festival drew an estimated 7,000 people on September 26, 2026, as residents and visitors gathered for one of the biggest celebrations in the barangay.

Despite the large crowd, the Cebu City Police Office reported no major untoward incident during the festivities. The police presence, traffic management and support from city and barangay personnel helped keep the celebration orderly.

A Crowd of About 7,000

According to the Cebu City Police Office, approximately 7,000 people attended the festival on Saturday, September 26. The large turnout was particularly noticeable during the street-dancing activities, which brought spectators into the streets of Barangay Tisa.

The figure highlights how the celebration has grown beyond a small barangay food event. Tisa's annual festival now attracts people from outside the community who come to experience the food, performances and atmosphere surrounding one of Cebu's best-known local specialties.

Police Deployed 88 Personnel

Handling thousands of people in a residential and commercial area required a significant security and traffic operation. The Cebu City Police Office deployed 88 personnel under the supervision of Police Captain Meryl Causin, officer-in-charge of the Labangon Police Station and ground commander for the festival.

Police personnel were assigned to secure the festival venue and surrounding roads, manage traffic, respond to emergencies, monitor the crowd and maintain general peace and order.

More Than Police Were Involved

The security operation also included 60 force multipliers and personnel from the Cebu City Disaster Risk Reduction and Management Office, Cebu City Transportation Office, Barangay Public Safety Officers and the Barangay Tisa medical team.

Their combined presence gave the festival additional support for emergency response, traffic control, crowd management and medical assistance as thousands of people moved through the area.

Roads Were Managed Around the Festival

With large numbers of pedestrians gathering for the festivities, traffic management became another important part of the operation. Traffic enforcers implemented road closures and rerouting along affected roads to accommodate the festival activities.

Police officers also conducted foot and mobile patrols while coordinating with barangay officials and event organizers. These measures were intended to monitor crowd movement and keep both pedestrians and motorists moving safely around the celebration.

Why Tisa's Siomai Festival Matters

The festival is closely connected to the identity of Barangay Tisa. Siomai has become one of the area's best-known food specialties, with vendors in the community helping turn a simple street-food product into something recognized well beyond the barangay.

The annual celebration combines that food tradition with community activities and devotion to San Lorenzo Ruiz. In recent years, the festival has continued to grow in scale, making it both a cultural celebration and an opportunity for local businesses and vendors.

The Festival Has Become Part of Cebu's Local Culture

The growing size of the Siomai Festival is also part of a wider discussion in Cebu City about barangay festivals and their role in local culture.

A proposed city ordinance is seeking to formally recognize and document major barangay festivals, including Tisa's Siomai Festival, Inayawan's Puso Festival, Pasil's Tuslob Buwa Festival, Guadalupe's Banauan Festival and San Nicolas' Buwad Festival.

The proposal would involve the Cebu City Tourism Office and the Cultural and Historical Affairs Commission in creating a registry and calendar of major barangay celebrations.

A Big Crowd Without a Major Incident

Large festivals can create difficult conditions for police, traffic personnel, medical teams and organizers, especially when thousands of people gather in a relatively concentrated area.

In Tisa, however, the Cebu City Police Office said the September 26 celebration concluded peacefully, with no major untoward incident reported despite the estimated 7,000 attendees.

Tisa's Siomai Continues to Bring People Together

What started around one of Cebu's most recognizable local foods has grown into a much larger community celebration. Thousands of people now come to Tisa not simply to eat siomai, but to experience the festival, watch the performances and take part in a celebration that has become part of the barangay's identity.

The estimated 7,000 attendees on September 26 show just how much the event has grown. And with the police reporting no major untoward incident, this year's celebration ended with Tisa once again putting its famous siomai and its community spirit in the Cebu spotlight.
