Cebu City commuters are facing a different kind of morning on Tuesday, September 29, 2026, as a transport strike affects parts of Metro Cebu. To help passengers who may have difficulty finding a ride, the Cebu City Government has prepared free bus operations along several major routes.
The city government announced that six buses will provide libreng sakay between 6:00 a.m. and 8:00 p.m. The service is intended to provide an alternative for students, workers and other commuters who normally depend on public utility vehicles.
Where Will the Free Buses Operate?
The six buses will cover three main corridors connecting the southern, central and northern parts of Cebu City. Two buses will travel between Bulacao and Colon, while another two will connect Guadalupe and Colon. The remaining buses will operate between Talamban and Colon.
Along the southern route, designated stops include Bulacao, N. Bacalso Avenue, P. del Rosario, Day-as and Colon. The Guadalupe route includes areas such as Petron Guadalupe, V. Rama, Cebu City Medical Center, eMall, Leon Kilat and Colon.
For commuters coming from the north, the route includes Ban-Tal Road, Ayala Center Cebu, M.J. Cuenco Avenue and Colon. This makes Colon an important connection point for passengers traveling between different parts of the city.
When Are the Buses Available?
All six buses are scheduled to operate during the busiest periods of the day, from 6:00 a.m. to 10:00 a.m. and again from 4:00 p.m. to 8:00 p.m. During the middle of the day, three buses will remain in service while the other three rotate into operation.
The city has also assigned Quick Response Team personnel to the buses to assist passengers and respond to emergencies. Priority assistance will be given to senior citizens, persons with disabilities, pregnant women and other vulnerable passengers.
Why Is There a Transport Strike?
The Cebu transport strike is part of a wider action by transport groups over rising fuel and commodity prices, drivers' income and other concerns affecting the public transportation sector. PISTON Cebu confirmed that its members would participate in the September 29 action.
The timing also comes shortly after a nationwide adjustment in public transport fares. Starting September 28, the minimum fare for traditional jeepneys increased from P13 to P14, while the minimum fare for modern jeepneys increased from P15 to P17.
What Does This Mean for Cebu Commuters?
For passengers, the immediate concern is simply getting to school, work, appointments and home. The free buses are not intended to replace the entire public transport network, but they provide additional options along some of Cebu City's busiest corridors.
Commuters should still expect possible delays, longer waiting times and crowded buses, especially during the morning and afternoon peak periods. The availability of a free ride does not necessarily mean every passenger will be able to board immediately.
A Temporary Solution for a Major Transport Issue
Cebu City's response shows how important public transportation is to the daily rhythm of the city. When a significant number of public utility vehicles stop operating, even for a limited period, the effect can quickly reach workers, students, businesses and families.
The September 29 free bus operations are therefore more than just a convenient alternative for commuters. They are a temporary measure designed to keep essential movement going while the transport strike takes place.
For anyone traveling around Cebu City today, checking the available routes and planning extra travel time may make the commute easier. The situation can also change throughout the day depending on the number of participating vehicles and passenger demand.
