Cagayan de Oro is where Philippine white-water rafting got its reputation, and the appeal is practical. You can book a half-day run from a city hotel, ride a jeepney loaded with rafts to the river, and be paddling through rapids the same morning.
Cebu travelers have an easy way in, since the flight across the Bohol Sea takes about an hour. Below: the three runs and their prices, the right pick for a first-timer, the route from Cebu, and the rain factor that can reshape your day.
Rates and rapid counts differ between outfitters and change over time. Use the figures below to build a budget, then confirm them with the outfitter before you pay.
The Three Runs and What They Cost
Kagay Outdoors, one of the long-running outfitters, sells three sections, each priced per person. The Lower run costs PHP 1,200, takes about 2.5 hours on the river and covers 17 rapids. The Middle run costs PHP 1,800, takes about 3.5 hours and covers 27 rapids. The Upper run costs PHP 2,000, takes about 2 hours and is the more technical of the three. Jeepney transfers, gear, guides and a shower are included.
Extras add up. Photos and video run about PHP 700 on that price list, and packed meals are PHP 250 each. A Lower run with photos and a meal is therefore around PHP 2,150, and an Upper run with the same extras comes to PHP 2,950. Other outfitters quote similar base prices, such as PHP 1,200 for a beginner run and PHP 1,800 for an advanced one, but they count rapids and trip length differently. Compare time on the water and rapid count, not just the price.
Which Run Fits a First-Timer
Start with the Lower run. It launches at Barangay Mambuaya, roughly 30 to 40 minutes from the city proper, and it is the mildest water on offer. Mild is not lazy: the first rapid can arrive right after you board, you paddle throughout, and a swim stop in a calmer stretch is part of the fun. Much of the river rates around Class II to III, so even the gentle section has enough push to soak everyone aboard.
The Middle run suits people who have rafted before or who are confident in moving water. The Upper run launches further into Bukidnon, near Talakag, and is best kept for people who already know how to follow commands in a technical rapid. Age rules depend on the outfitter. Listings range from about 6 to 7 years old as a minimum, and non-swimmers are treated differently from one desk to the next, so state your swimming ability when you book.
Getting to the River From Cebu
Flying is the quick route. Cebu to Laguindingan Airport takes roughly an hour, and Laguindingan is another hour or so from Cagayan de Oro city. Shuttle vans commonly charge around PHP 250 to PHP 300 per person, while taxis and Grab cost several times that per vehicle, so split one in a group.
The overnight ferry is the budget option and doubles as a night of lodging. Cokaliong Shipping lists a Cebu City to Cagayan de Oro sailing on selected days, not daily, with economy fares around PHP 1,686 and cabins priced higher. The crossing takes most of the night, so check the current schedule before planning around it.
Sleep in the city the night before if you can. A morning flight followed by a noon departure leaves almost no margin for a delayed plane.
Booking, Departures and Group Size
Kagay Outdoors lists daily departures at 7:00 AM and noon, with its office on Corrales Avenue in the city. It prefers groups of six or more, though joiners are accepted when a group is smaller. Solo travelers should ask about joining an existing raft. Book ahead through the operator's form or phone, especially on weekends and holidays.
Rafting here is regulated at city level, so pick an established outfitter. Kagay Outdoors, CDO Bugsay River Rafting, Red Rafts, Great White Water Rafting and 1st Rafting Adventure are names that come up often.
Safety Rules You Should Know About
Helmets, life vests and paddles are issued and sized at the launch site, and a briefing comes first. It covers paddle grip, the basic commands, how to sit, what to do if you fall out and how to help a teammate. Keep one hand on the paddle grip, follow the guide at all times and, if you go overboard, stay calm, keep your feet up and let the crew throw you a rope instead of fighting the current.
Expect a health screening. People with heart problems, high blood pressure, back trouble or pregnancy should not ride, and anyone who has been drinking is typically turned away. The river is not risk-free: a rafter died in 2014, the first recorded death since commercial rafting began here in 1995. Operators and the city responded with more rescue training and tighter protocols. Treat the briefing seriously.
Rain, River Levels and Cancellations
Operators say they run through the year, but the river is fed by rain in the Bukidnon mountains, and that affects your day. Heavy rain makes the rapids stronger, turns the water brown with silt and can lead to a rerouted run or a cancellation. A brown river after rain is common, since the water carries silt down from the mountains.
Because the weather upstream is what counts, check with your outfitter on the morning itself instead of relying on the forecast for the city. Avoid pairing the rafting with a same-day flight home.
What to Bring
Wear quick-drying clothes and a rash guard, and skip cotton. Secured water shoes or strapped sandals work; flip-flops do not. Pack sunscreen, a towel, a full change of clothes, a dry bag and a waterproof phone pouch. Carry cash for snacks, photos and tips, because card and mobile payments are not always available at the launch point.
Pairing It With Camiguin or Another Water Trip
Camiguin is a natural follow-on, and the Balingoan to Benoni RoRo crossing is covered in our Camiguin weekend guide. If you prefer slower water, Mindanao has gentler raft rides, such as the bamboo rafts at Tinuy-an Falls, which are nothing like a river run. For the packing list and the habits that matter around water, our island-hopping safety guide applies here too.
Who Should Book This
Book it if you are reasonably fit, comfortable getting wet and willing to follow instructions. Take the Lower run first and spend the night in the city beforehand. If you dislike being soaked or have a medical condition on the screening list, choose a different Mindanao day trip.
